ZAMBIA DEVOLUTION SUPPORT PROGRAM

ZDSP OVERVIEW

The Zambia Devolution Support Program (ZDSP) is a World Bank supported Program for strengthening devolution in the country. The program supports specifics components of the government program as provided for in the decentralization policy, focusing on enhancing service delivery at the local level. The ZDSP has a support duration of five years covering the period 2022 – 2027 and works through Local Authorities (LAs) in the country and will support the implementation of a subset of activities under the Government program and include:

  1. the introduction of a capital grant to fill the gap in the existing intergovernmental fiscal framework,
  2. strengthening the intergovernmental fiscal policy framework,
  3. strengthening PFM and accountability of Local Authorities,
  4. and putting in place a sustainable and inclusive framework for capacity building for LAs.
