Mitete District operates under a dual governance system comprising both Traditional Authority and the Central Government. Traditionally, the district falls under the Barotse Royal Establishment (BRE), led by the Litunga (King) of Barotseland, His Majesty Lubosi Imwiko II. At the local level, traditional governance is administered through a hierarchy consisting of the Senior Chief, Indunas, and village headmen, who play key roles in customary leadership, land administration, cultural preservation, and community cohesion.
